For purchased domains do what SonOfWinter told ya.
If you'd rather start with a free domain you can go to:
No-IP - Dynamic DNS, Static DNS for Your Dynamic IP
Then you can have a host like "yourserver.no-ip.org" or "yourserver.sytes.net" or many others like .servegame.com etc.
You need to register which is free and takes like 2 minutes, after that you click Add Host and there you can make it.

If the domain is connected under your WAN IP.
Anybody going to your ex. servertibia.com or .net or whatever.
It's just connecting under http://youripaddress. But hiding your IP, and using .com or .org or .net whatever u choose.

If you port forwarded properly , and are running a website.
Paste the IP address you get on What Is My IP Address? - IP Address Lookup, Internet Speed Test, IP Info, plus more and try putting it in your browser box.
See if your website pops up.
