if you have uber pc(more than 4gb of ram and uber gpu at least) use win 7, else stay with xp(difference between xp and 7 on 4gb of ram will be probably unnoticeable, that ~800 mb more 7 can support will be wasted by its services xD, anyway I managed to start force 7 to use less than 400mb, but it was kind of extreme rip, modded install can give even better results but...)

Most servers run on Linux because they don't have to be restarted as much as windows. They don't start to bog down like windows, they don't freeze up like window, and they don't suck like windows.

No. Windows does not "bog down" unless you install everything from Yahoo toolbars to Bonzi Buddies. Vista and 7 handle disk defragmentation automatically, which is a weak point of NTFS thus eliminating any slowness.
