First! check your local university options, not all countries have bad education systems, and perhaps with a good score you can get an scolarship inside one of the best unis in your country.
Of course going overseas is definitely a great choice for some reasons mentioned before in here and well, better education "reputation", in my opinion we can be the best professionals in the world if we like what we do and we make an effort, no matter where you graduate from. but shh dont tell that to anyone, it isnt fair. there is in fact higher level education systems.
ok straight to the point!
U.S = less $$$$ spent on education! and it's of really good quality.
U.K = lots of money, dont really know about their education system but unless you're going to a UNIVERSITY i wont advise you to go there... BUT that's just me. remember its your decision!
you can always try new things!, you got Canada, same as U/S but harder standards for students, Australia, Amazin education, > REALLY EXPENSIVE<(I started my uni here as an international student and i've come to the conclusion is one of the best choices i''ve ever made in my short but well lived life

) You got south america, the University of Sao paolo, the University of Chile, the University of Buenos Aires Argentina, althought not many people really want to speak spanish or portuguese and the education system is different. wouldn't know about the cash you'll spend in those but I can tell you it might be less than in the U.S or any other.
and of course european universities such as University of Madrid... spain, Germany is such a great place to study politics or philosophy..
