I was talking in a 1v1 fashion whereas Jax at level 18 is an unstoppable beast. Which can be played by any mindless moron.

that's because new people to ranked play against 1.2k elo when they are unranked, and most of them suck dick, so they make the decent players fall down to 900, past 1.4k its still shit but a lot better. 1.6k+ you're free!

Yeah it's one of the abilities you can equip your char with, I do this when a lane really needs to get ganked... I run back to base (recall) then teleport using a tower or minion as my spawnpoint and slaughter the shit out of people

And its bug guy who teleports back to lane dont got teleport or anything skill for that.
