You can use MS Paint to do it.

If you have an image of 1000x1000 pixels, you can measure how big a single pixel is in the image, let's say it is 20x20 pixels.
So you have to divide 1000 : 20 = 50, your final image will be 50x50 pixels.
Just resize the source image to 1000x1000 pixels, then select all (Ctrl + A) in MS Paint and resize to 50x50 pixels.
There may still be some pixel loss, but it looks acceptable.

to resize something too small like 32x32, first you need to low the quantity of colors to like x8-x12, then resize to 64x64 and to get 32x32 you need to do it manually, well thats my technique
