Also what's with all the ivysaur spawns at bulba island? Whats safest place to hunt only buba?

Hunt fishing pokes till like level 11? Then catch a Bellsprout and fish till 18.. You will probally get bored so around level 16+- kill some Mankays or so, dont miss with whirlwind..

At 18 hunt Mankays till 23.
At 23 hunt either Mankays or Bellsprout/Gloom.
Or at about 25 if ur bored, you can hunt Geodudes with bell, but u gotta switch, like as in you use bellsprouts atks then switch to anthor poke, just to kill 1 geodude.. Hope this helps a little..

No, I am far away from being the highest level. I regularly speak to someone that is somewhere halfway past 80. And there are 3 level 85+ pokemon on Brass as well. I am not planning on ever being the highest either, I prefer the underdog position.
 
This is making me really crazy,i am going to buy diamond account today.

Anyone who helps me in silver or ruby i will either give them diamonds or diamond account.
