The only way you can use your ports is to port forward, if your not able to you may have to use a different port. Are your sure your Isp is blocking it? Seams like a random port for them to block, I know some block port 80.

First make sure the config file is named config.lua and its in the same folder as the server exe, not to long ago the servers where released and it was something like binconfig.lua... If that's not it re-download the server you are using and extract the config file from it. That should fix your...

Its hard to say without seeing how people can get there blessings. Also the server you are using effects how blessings work.
