Anyone having issues on items dropping with only 1 charge even though everything is correct in items. No matter what's set it seems like SSA's always drop with only 1 charge. Could possibly be a source bug?

No...but you can stack stackables such as assassin stars...which makes upgrading them impossible. Any stackable > cant upgrade with the upgrade system.

It can auto stack and move items despite them having the action id that disables it from stacking simply by using the hotkey commands.

Impossible to do from only server side edits. I know what you are refereeing to but it still requires edited client files. I easily put over 40 hours into attempting to get this to work without client edits. All foiled by elfbot. Feel free to read the post I had in the past about this...
