Can't get the server public
Does your firewall/anti-virus' firewall accept connections through these ports? Try to shut down firewall/anti-virus' firewall and see if your ports are open. Easiest way to check port status is to use canyouseeme.org -

Problem with uniserver
In Uniform server you don't need any login name/pw to get into phpMyAdmin from root machine. However you can change name and pw by going into "Privileges" in phpMyAdmin and then either edit a current user or create a new one. -
