For example, the player can only open 2 otclients, he cannot open the third one, do you understand? so this anti mc really?

Anti MC is what you need, aslong as you implement it server side you can choose how many clients a single IP can connect to your server.
Search "Anti MC" in this forum and plenty of solutions will come up.
