CipSoft never added Black Sheep to creature list. People have pointed it out for many years but they just never added it. This means they don't pull creature info automatically from their system, they must be adding it manually on the website.
Also they keep re-using sprites in newer monsters. Mummies & Putrid Mummies are exactly the same except slight color difference:

They didn't add black sheep separately cause they considered them one kind. The only difference between sheep and black sheep is literally their color, and it was mentioned in the description:
Of course they didn't automatically upload all the creatures to the website. They didn't list bosses, unkillable monsters, quest or event monsters, and many others either. How is this a "lazy solution"?

they did not do it because after kill it the skin get un frozen as well as meat
