it shouldn't be allowed unless you are a full user, include have above atleast 100 posts, else everyone would create a new user and give bad rep for everyone that he hate..........

If negative rep can abused then positive rep can be abused too. Let's disable positive rep too.

it really couldnt be abused anymore than positive reputation. Its the same concept, same rules in place. Abuse isn't a factor. I don't like the idea, but thats not the reason.
