Share the same database with both servers and create a rule about being online on each world. Put a option on loginserver to connect to different game servers...

Each server owner has his own database (which stores character data, etc), which is private.

Usually, exp/skill gain rates vary from otserver to otserver, and it's just one of many factors that make such a system broken.
However, some hosters might allow you to transfer between their own servers, like on retail tibia.
