what is the best C++ IDE for windows?

for OT's dev-c++ is used but that hasnt been developed since 2005.
In many schools MVS express is used but i believe that is mainly because it is free to use.

With CB you can use, for example, if you have quad-core proccessor, you can compile it 4 times faster than dev-cpp+better highlighting
