Well it's not hard to find a company selling a VPS server, you can quickly google your country and vps server to find one close to you.
Alot of users buy from OVH (VPS Hosting: your Virtual Server (https://www.ovh.com/world/vps/))

If you are gonna host a bigger server or expect alot of players you really should get a dedicated server insted (Dedicated servers (https://www.ovh.com/world/dedicated-servers/))

it's 55 map size I want maximum players be 80 players online so please tell me which website do i can buy from and i want it cheap not expensive vps

So like an evo map? In that case you should be fine with a "cheaper" VPS, make sure to get one with ddos protection (I think OVH has that on all the servers)

You can start with this one for 7usd, if you outgrow it you can just buy a better one.

Sorry but I have no clue what companies offer windows.

Found this on google, no clue if it's a good company: https://www.vps-mart.com/cheap-vps/
Note that it will cost more since you will have to pay for the windows license.
