C++ Ctrl + R (report rule violation) system for Nekiro downgraded TFS 1.5

Did anyone manage to get the CRTL + R reporting system to work on Nekiro's 1.5 downgrade? I remember it working fine on 0.4 back in the days and it was really convenient both for players and support.
It would not be the end of the world if I could disable it entirely. However, this function appears to be hard coded into the CIP client, and the chat window opens with a message suggesting it works whether it is actually implemented or not. I imagine this confuses players when no one responds.
I found some leads in the post below, but I failed miserably trying to convert it...
