Diffrences between TFS 0.2.8 [8.6] and TFS 0.4 [8.6]?

What are main diffrences between those 2 version (0.2.8 and 0.4) of TFS? is 0.4 having much more features? bcoz most of servers i checked on otservlist have TFS 0.4, is it much better?

actually 0.2 is almost perfect emulator of cipbia, you dont really need anything more to copy it
but most of codes available on web are made for 0.3 so its easier to make them run on tfs dev than 0.2

also, dev is in development stage so it may be not stable enough etc
