heard that in some ots players donate much then refund all the money and admin suffer. Why dont they make the items as buy not donate

Yeah, the admin has to set it up on paypal (or whatever donation system they use) to make it non-refundable.

No matter if you take donations or purchases people can always refund if they "did not receive" any items. PayPal doesn't give any kind of warranty for virtual items, so actually if you sell internet services such as premium points to a game (that are virtual items) you are always a looser as soon as you don't own a company. If you do, you will win most of disputes, but not chargebacks.
