From searches done (took 2 seconds might want to try that next time). You need do change libs folder

@up, the files in the folder lib are just for Lua made functions, constant names and compat functions/constants.
If there is something wrong there or they are made for a different version it will give problems (errors most of the time, wrong constants could give debugs) when using Lua scripts in the data folder.

You should give some more information.
Does this always happen when you start the server, does it stay like this even after waiting for a long time?
Does it ever crash? Do you have the same problem with other servers? Already tried different dll files and to run it as administrator and compatibility mode?
