health & mana regeneration doesnt work tfs 1.3

as the title says
health and mana regeneration doesnt work for some reason on soft boots
I put this in items xml
<attribute key="healthGain" value="50000" />
<attribute key="healthTicks" value="1000" />
<attribute key="manaGain" value="50000" />
<attribute key="manaTicks" value="1000" />

and regirsted the item in movements.xml
but i do not gain any health or mana
does anyone maybe know why?
im using tfs 1.3

show us EXACTLY how your entry is at items.xml and movements.xml

btw soft boots is already added by default in TFS since ages and you shouldn't have to change anything beside the gain and ticks values
