I have no idea, but you could disable account manager and add a homepage There are many upsides with a homepage, for example information, guilds, character search, highscores, Posting News/Events.

why would you want to do that?
people can create acc's and characters at the same time.
frankly it's never been heard of or done before.

you dont uderstand if i put 50 players max and its 50 players online the account manager need to be on waiting list becuase somebody did magebomb and spammed to 200 accounts manager and my computer almost died!
