Windows IDF or IDFL

So i've tried googling it and searched it. Can't find what I need.

How do I create a .IDF or .IDLF file? I'm trying to make a new .spr and its requiring me to use this file extention.

It did not work, I tried. Its using maps and vehicles for something, not quite sure.

Any more help out there?
