Also without even inserting the ip address it does that loading character list bs ive tryed uninstalling and reinstalling but nothing works idk what to do please help

I don't understand what you mean, but if I were you I would hire a free host in AWS or Google Cloud to test it out, they give you bonus $$ for you to test their services.

And you already use a IpChanger for your tibia client 10.XX???
Maybe there can be a mistake with your current ipChanger, just try to download another one, and try to log-in again.

It even does it without changing the ip. i opened the 10.98 click login and it did that waiting for character list for like a minute till it said connect failed
