Is it hard to make a configurable monster onHit script

i was wondering if it would be hard to make a tfs 1.2 script which would give your char money,exp and maybe "rare" items on hit (it could scale with person's damage,skill etc.)

Also would it be FULLY configurable? Like could i change which monster is it on, how much money it gives(+dmg), expierience(+dmg) and adding a rare drop to a monster?
