Linux Kimsufi dedicated / TFS 0.3.6 / Lagging - why?

Hi, i have dedicated server in kimsufi, its not weak server, it should carry many players. I have installed debian 32bits on it, tfs 0.3.6, apache2, mysql etc.

My server sometimes is lagging, its like server-lag, no network-lag, cuz monsters are lagging too. its like freezing for 2-3 sec and its happening often, like in 5-20 mins. What i noticed is that when freeze comes, Load Average in htop is incrasing, but it is not server save or clean. Any one knows what can be wrong?

whats your CPU usage? Might have a bad global action?

cpu usage is very low , like 1-2%. i tested turning off all custom scripts, like global actions, actions, movements etc and it didn't helped

OVH is not known to have stable lines. Being on their low priority bandwidth isn't exactly helping either.
