no. you are not great if you cant get out of elo hell. U might be "ok" player but not great ^^ any good player can get out of elo hell VERY VERY easy 4 vs 5 and 0/20 guys in ur team.
 
Well im sure that no1 here is able to win a game with 0/20 or 0/30 for your team and 4 vs 5 as you said... It's impossible.
Anyway I reached today some ELO, from 783 to 822.
Edit: Why is it called ELO? What means ELO? League of Legends dont have ELO, league of legends have rating and ladder but ELO?
Wtf people calling ELO, it's like to pray a god that doesnt exist.

Tell me a champion to get out from the ELO Hell and to carry my game 4 vs 5.

And ELO is a formula or something that calculates ur skill level in some way. It's used in other places too I think not just LoL
