Need help with some files

I've just donwloaded http://otland.net/f464/emporia-8-6x-otland-exclusive-3-a-140367/
But it doesn't have the .exe file to run the server... I know there is something I'm missing here, could someone tell me what it is?

It didnt work... I used the config.lua that came with the database I first downloaded and this is what happened

And using the config.lua that came with the .rar you've posted this is what happened

You can download a 8.6 server and replace the datapack with the one you have.
