Windows noone except me can connect to my website

i can connect my web, but otther people can't connect. i tried fowarding my port 80 and also 7171 on my router, i have static ip. any idea?

antivirus is not necessarily to shutdown.

Well i have turned off the firewall both on the mac side and windows , No antivrus on the windows side and almost 100% sure there's none on the mac side either but i cant tell.

then I guess ur internet company is blocking the ports

Port 80 status says program is using i guess C:\xammp\apache\bin\httpd.exe could that be the problem?
