Thanks Gesior, i was found but in %appdata%\otcv8\myserver has a file named "config.otml", was not updated, even if i use auto updater from otc. Deleted this file and works.

Yes. It's default config. For people that already run client, it saves 'their config'.
You can't detect when they run it, so you can't change 'default' of players who downloaded your client before. You can change your client version ex. change name from 'xxx' to 'xxx_v2' to make them force to get new default config.
