Otland Ventrilo!

From my personal opinion, I can say that Ventrilo would be the best program. It's easy to use and friendly to the user. Mhm, it's not my decision, but I prefer ventrilo.

True, but ventrilo is getting old, so if anything like this would exist, then I would rather have it be a Mumble or a Teamspeak server.
 
Team Speak has the most features and it provides non commercial license :)
