Windows Permission (modernaac)

I'm having trouble with installing modernaac, it says:

# Website address could not be established, tried to connect to http://solarbeam.hopto.org/API/isValid.php if the link is valid check if this server is allowed to use local API.

when I try the address it says "Forbidden 403 Permission denied"
Any suggestions ??

have you tryed with your own ip or/and localhost?

Own ip gives "Forbidden 403 Permission denied", localhost gives no error but people wont see page if I use localhost.

Exacly... U have to use your loopback ip(Your computer) to be able to get access to your computer. This is so call security, now you know that you shouldn't get hacked easily
Anyways: use the adress: http://localhost/ or http://127.0.0.1 - Both of these adresses are loopback.

U are trying to install modern acc... shall other ppls also be able to do that from another ip?

When u have installed the modern acc, ppls should be able to enter your site.
