my friend tried to evolve his metapod but he couldnt (with coccon stone) i also tried it but still couldnt(lvl 38)

I think you need lvl 40 for evolote.

I think he can't possibly know everyone who abused unless:

1) He added storages to the "shop" so everytime someone sold something it would be recorded somewhere.

2) He had staff invisible at every shop of the server watching it, or people reported it to him.

I highly doubt both of them so if you were alone on a shop abusing the bug, you should be safe.
