Windows Ports blocked??

Alright guys seeing as my last post was getting off topic i figured id start another thread... My ports are open but not? They have been opened through my router through my firewall and to be safe i even disabled my firewall and my antivirus but still no luck... It was working before but now there not? Ideas?

Hmm alright i shall close that port... I was told someone to open it... umm port 80 is open though so port 80 is fine.. and yeah it was working yesterday... only thing i did today was run a new server and Poof! dont work...I seriously am beginning to hate computers..

Bump still have trouble i tried a resart and have everything disabled.... any other ideas?
