Problem with shielding on TFS 0.4 SVN

As the topic says, shielding is gaining like 1x, even tho I have like 8x skillrate. All other skills works great and I notice difference on them when changing skillrate from high to low. But shielding is very low anyway. Anyknow knows how to fix this?

The server is TFS 0.4 SVN
7.4 realmap

it seems to have that on distance at mine skill is just growing slow no matter config.lua or vocations.xml setup ??
