Is it possible to make it like:

If you have a mystirc turban, blue robe, blue legs and thos blue shoes than you get energy protection up to 50%? And it should only work, if the set is complete, else not.

If you mean they only have 50% protection [to w/e] when they have the full set.
Yes its possible. Use equip de-equip functions in movements.xml
and make them check if they have the other pieces on ;D

i'll try n get some spare time to write an example and edit this post.
