No you can't.

Apache is free to download, so you can just set it up on your own pc which is somewhat recommended for a rapid connection to the database (and a closed port 3306, for security).
 
Ok, but aren't the ports only for if you're using a router or something? I'm still kinda new to this, and I'm going to be using a modem, not wireless.
 
If you can open ports for your server itself (7171, 7172) you can also open ports for your website (80).
It's very unlikely that you're not using a router tho, you should just consider port forwarding since that's by far easiest and safest.
 
Well, my computer with wireless is extremely slow, so hosting it on that would make the server lag like crazy. I could just use the account manager, but then the item shop would be kinda hard to do and so would guilds.
 
If your computer/network is extremely slow you shouldn't be hosting a server anyway. A webserver isn't as heavy as an ot server (for the network). At least, I think so.

the reason 99.999999% of all OTs sucks hard ass... while the last 0.000001% of the serious OT wont get players because nobody can find them in the flood of moneyleaches.
 
I'm trying to make a website for account making, guild making, and an item shop for my server. My server (and website) are going to be hosted on the modem. Of course, I didn't know you had to host a website... And, I'm trying to put the account/guild/shop on my google site.
 
As said a few thousand times before in this topic: host it yourself. Easiest and safest would be to host it on the same machine as you host the server itself on.
 
No-ip is basically a free domain name provider.
You run a website on your computer, which replaces the router login thingy page (depending on your router tho) with your own website. No-ip just "hides" your ip so users can find your website more easily.

There are tutorials here to set up a website.
