PvP Secury Mode

Hello Dears, i need desactive the system secury mode:

I want it if the player hits a spell on another player, even with an open hand, he will hit and get pk

i use TFS 1.3

Shouldn't that already happen with normal PvP status? Sorry if I didn't understand your request well.
