Basically I'm trading a character in a game for LoL points, but the guy doesn't have paypal, and I don't want to do a bank transfer, is there any way he can buy a LoL code? Doubt he wants to buy the card and wait for shipping, and he lives in venezuela so Idk if they sell cards in stores there

Oh my bad.

Then I guess the only thing left is payment by phone. No other way what I know of. :/ But I know that in some store (atleast in Sweden) you can buy like league of legends starter packages. So maybe you can buy like a RP card in the store. But I doubt it.. :/
