rook on modern acc?

I can't seem to figure out how I can make people who make new accounts only be able to make chars in "rook" Not the other citys.

Remove all the other samples from the config file?

yeah i removed all but rook sample im saying new chars can only pick rook as a city Not the other citys. Cause if they do and kill themselfs they spawn in the other city. I am asking how to fix this
