Tbh, you´re pretty lucky if you get an exp scroll for 7kk. The average price should be arround 10kk atm, some people sell them for 15kk aswell, so there is really nothing to be suprised by. Though I remember times when you could buy it for 5kk and even less.
 
Since Neon stold cash/items/decoration worth over 60kk from me he's pretty rich. For example 900 iron ores - 9kk+ etc.
