TFS 0.X tfs 0.4 - change maxpackets can reduce lag?

I read in another forum that changing the maxpackets may come to reduce the latency of the players, but that would have to be done editing in the source for such.
I wanted to know if this is true, I looked in the forum for something about source 0.4 but I did not find

it's not going to decrease latency by that much, if at all.
all maxpacketspersecond does is blocks incoming packets after a certain number has been sent to the server in a second
