What client version do you guys think is the best out of them all? For a newer server.

Latest = More content and features, usually better.
8.6 = Allows people to use ElfBot.
7.4 = Can we just move on? The past is the past, if you really think about it, 7.4 sucks.

The latest is 9.8-9.86 isnt it? How would I be able to map things if RME only supports up to 9.6?

Even though I love oldschool clients (unlike Evan) I'd recommend 8.6, because of it's playerbase.
But as Evan said, it allows people to use Elfbot, however, if the admins stay active and other members report people who bot, getting those botters banned wouldn't be too hard.

Current client is probably best after 8.6 as it's simply new, new quests, hunts and PVP stuff, mounts and whatnot.

The latest is 10.10, you can use RME by "cheating the system".

And the 10.10 client is only for premium users?
