Compiling War [7.4]

I got 7.4 Avesta 7.4 I made a War but i need to make the lower level: 80 can't down from 80.. I think is compiling.. but where? and how? Please anyone help me

He wants to compile so this works:
Min level is 80, if you are lvl 80 you will not lose exp
And the frag system, ye everybody understands that
And he also needs help with to make a script like !bless and you get all blessings.
