Web page Problem!

So i port forwaded all my ports and i run teh port forwading tool and it says that ALL the necesary ports are open BUT! when some one trys to see my Page it dosent let them!
Im using Xampp 1.7.2
My Ip is Razor-Online.no-ip.info
Help Me please I will rep!
