Whats the recommended server base to build a 8.0 server?

Im new to ot server building, i'm a programmer btw.
I'm having a hard time to understand how can i start making the server because there's so much servers versions and i dont really now how the best server to be the starting point. Thank you guys in advance

TFS 1.5 downgrade by Nekiro is a very good base to start from. It has some bugs that need to be fixed (e.g. depo not saving - fix here), you need to import monsters from other database and some other things.

Why is it necessary to import monsters from another database?

can u help me i have error with monsters, have much delay is like stupid i dont know why

You should replace monsters, npc and spells from other distribution. There are few other bugs also. Walking is outdated - thats why you feel monsters are bit "laggy".
