When skill up speed attack up

Hi!
Anybody knows how to make something like this:
My Axe Skill is 10 and I attack(all type of weapon) with speed 2000, when my axe skill is 11 I attack with speed 1990, when I have 110 axe skill my speed attack is 1000.. How to make it? Anyone can write this script? I'm newbie in scripting...

There is no function to change AttackSpeed!
