I am guessing that the reason it's not fixed in this git project is because it's configurable with configKeys.EX_ACTIONS_DELAY_INTERVAL. Meaning it's quite directly related to TFS and config.lua. Solution should be to setup your config.lua properly, i.e : timeBetweenExActions = 1000

Why not send a pull request to the git project with the fixed NPC's?

Selling to players must profit more than to sell to the different schools of ministry, I suggest you check the price from red and green ministry on the items that are sellable there and then you remake the price list. Otherwise, all that have red or green ministry is going to sell there instead.
