I beg to differ. Right now it's basically pay2play with a free albeit short demo.
Since boats require premium, as a free player you're stuck on a tiny starting island (roughly 100x100), and can't even get tasks because the task NPC is on one of the premium islands.

Thanks for the info, I was about to join but in that case I won't

The world is open and free, and all islands can be accessed without a Premium Account.
All NPCs, including quest NPCs, are also accessible.

I've just checked and boats have indeed been unlocked for free accounts.

Though it's worth noting the following still require premium:
• Many spells (e.g. utani hur or exori vis)
• Promotion
• Blessings
• Mana rune
• Extra SD (works like SD, except 1.5x as powerful)

I've just talked to the admin and there are plans to make some other things available for free players, too.
And good news for players who hate bots: they are completely forbidden here, even for training.
