Load up your items into an itemeditor and check the attributes on your 11096 item, such as "blocking" & "notmovable" or uncheck "movable". Don't remember what check boxes you get, but using an item editor to apply the "blocking" attribute should work.

Ya, its an 8.54 server, and I already knew about them not being meant for 8.54, but it's the only way the runes will work. I had the same problem with the last 3 or 4 servers I tried to use, and the only way the runes on all those servers would work is if you made them stackable. :/
