Changing pushing delay time and removing poofing from instant spells

Im just wondering that is it possible to change pushing delay time?
If it is can someone tell me how?
Also I need to know that is it possible to remove poofing from instant spells that botters can be caught easier? Thanks in advance.

erm.. maybe changing it you can change the pushing delay..

 -- Item Usage
 timeBetweenActions = 200
 timeBetweenExActions = 1000

poofing from instant spells ? remove the exhausted? o.o
